What You Need to Know About NYC Parapet Inspections

Starting January 1, 2024, building owners in New York City must conduct annual parapet inspections for all buildings fronting public rights-of-way. These inspections are crucial to ensure public safety and must be documented and maintained for six years.

These inspections include all building types except single-family detached homes, regardless of height or occupancy. Even if your buildings do not qualify for FISP inspections, you must still comply with Local Law 126.

According to the New York City Administrative Code Section 28-301.1.1 and 1 RCNY §103-15, parapet inspections must be performed annually by a competent person, which includes architects, engineers, building superintendents, handymen, masons or people in a similar construction-related trade, and other qualified professionals.

Inspection Requirements

  • Parapet must be plumb within 1/8 of its cross-sectional thickness.
  • Check for excessive deterioration, including cracks, loose bricks, and rot.
  • Ensure appurtenances like telecommunications equipment and railings are stable.

Reporting Requirements

  • Address and contact details of the building owner.
  • Inspector’s name, contact information, and affiliation.
  • Date(s) of inspection and location plan of parapets.
  • Detailed construction and condition of the parapet, with photo documentation.

Notification of Unsafe Conditions

  • Immediate notification to the Department of Buildings.
  • Public protection measures must be implemented and unsafe conditions corrected within 90 days.
